The drawing is still privately owned by a member of my family.
In answer to your questions, the sitter is better known as the 9th Earl De La Warr (whose family gave its name to the US State). This is the title he succeeded to on his father's death in the First World War, so not long after the drawing was done. He was a very active politician in the House of Lords and the first hereditary peer to sit on the Labour benches. I'm sure you could find much more information on him in any Dictionary of Biographies in the UK.
